A Regulatory Framework for Delivery Services
The Private Express and Messengerial Delivery Service (PEMEDES) program is established by DICT to regulate and professionalize motorcycle-based delivery services across the Philippines.
Riders and operators must be registered and licensed under this framework to legally provide delivery services. This portal is the official system for completing that process.

Riders
Solo riders and motorcycle delivery workers
Motorcycle riders engaged in delivery services must register individually. You will receive a QR-coded license upon approval.
Operators
Delivery companies and fleet managers
Companies offering motorcycle delivery fleets must register as an operator. You will receive a digital certificate and can manage your registered riders.
